As early as 2013, director Rich Moore had opened up his mind and talked about his ideas for "Ralph Breaks the Internet". Moore said that the sequel might take place in a mobile game, and he hoped to create a brand new Wreck-It Ralph by referring to the characters in the Nintendo Super Smash Bros. game.
