Recently, there has been a lot of news about copyright issues in the TPP in Japan. Many authors are worried that once the "non-personal prosecution" is officially implemented, the Japanese ACG fan community may suffer a catastrophe. Previously, cartoonist Akamatsu Ken also expressed strong concerns and dissatisfaction about this. There are also Japanese lawmakers who pointed out that once the "non-personal prosecution" is implemented, the Japanese fan community will fall into a civil war in which both sides will perish. However, the Japanese government agencies have not expressed their attitude on this before, which makes everyone feel very uncertain.

But now the Japanese fan community can finally breathe a sigh of relief. Today, the Cultural Council of the Japanese Ministry of Education, Culture, Sports, Science and Technology has unified and clarified its attitude towards the TPP Treaty: fan creations and other secondary creations will be excluded from the scope of non-personal prosecution of copyright protection! This is also the first time that the Japanese government has made a clear statement that it will protect Japanese fan creations after the signing of the TPP. The Copyright Subcommittee of the Cultural Council of the Japanese Ministry of Education, Culture, Sports, Science and Technology made it clear at the meeting that fan works and secondary creations will be excluded from the scope of non-personal prosecution. As the official advisory group of the Ministry of Education, Culture, Sports, Science and Technology, this statement is very likely to eventually prompt the Japanese government to exclude fan and secondary creations from the scope of prohibition when the domestic bill is finally revised. Now with official support, the Japanese fan community can finally worry less.
