This film continues from the first chapter. The future of the two siblings, Caspar and Artesia, who escaped to Earth, remains uncertain. They unexpectedly meet Edward Mars and Char Aznable, who have the same appearance, on Earth. What is the connection between them? The truth gradually revealed to the siblings also led the boy on the road of revenge.

The film will focus on the story of the two siblings before the One Year War, "Char Shera Arc", describing the year 0068 of the Universal Century, in the Muzo Autonomous Republic located in Side 3. The country's Speaker Zeon Shim Deiken suddenly fell down and died while making the "Declaration of Complete Independence". Regarding this unexpected death, Deiken's confidant Kimba Ral publicly condemned "It's all a conspiracy of the Zabi family!" However, Dekin Sodo Zabi, who was determined to seize the real power of the Republic, not only ignored it, but secretly led the Zabi family to plan a bigger conspiracy.
