Yesterday (November 25), the current Japanese Prime Minister officially announced to the public: "We will pay attention to not let secondary creation based on personal interests shrink." In fact, it means that the Japanese government wants to protect Japan's fan creation.

In terms of copyright protection, TPP requires the signatory countries to change their domestic copyright protection judicial form to "non-personal prosecution". "Non-personal prosecution" is a legal term. The simple explanation is that as long as the procuratorate and the police agency find that a person or group is engaging in copyright infringement activities, they can directly arrest the infringer without the need for a report from the copyright owner.

At present, the copyright protection in Japan is based on private prosecution, which means that the police and prosecutors can intervene only when the copyright owner reports the copyright. As long as the official ACG works do not report the majority of fan creators, there is no legal risk. After it becomes a non-private prosecution, as long as the public security, procuratorial and judicial organs believe that the fan association has infringed, they can take legal action. At the meeting of the Japanese government's Intellectual Property Strategy Headquarters on the 24th, it was officially clarified that the non-private prosecution of TPP is specifically used to combat piracy and other infringements. Shinzo Abe emphasized that "we must pay attention to not shrinking secondary creations based on personal interests." Shinzo Abe's statement means that the debate on TPP in the Japanese fan industry can officially come to an end, and only piracy will be combated, not fan works.
