In 1987, Japan released a theatrical animation "Royal Space Forces: The Wings of Onyemus" (王立空廍オネアミスの翼), which received great acclaim. The sequel, "Aoki Uru" (撼きウル), was scheduled to be released in 1993, but due to the departure of Okada Toshio from GAINAX at the time and the huge deficit of the previous work "Onyemus: The Wings", the production plan was delayed again and again. According to the idea of ​​the then director Hideaki Anno and the screenwriter Hiroyuki Yamaga, it would cost billions of yen to make this theatrical version, so the plan was shelved. In 1997, GAINAX intended to restart "Ur of Blue", but Hideaki Anno lost interest in it and resigned as supervisor. Although the old rogue used many inspirations from "Ur of Blue" on "Neon Genesis Evangelion", the theatrical version plan of "Ur of Blue" has been frozen.

Since the old villain is no longer in the game, the original screenwriter Hiroyuki Yamaga is now also the supervisor. The character design of the movie version is done by Yoshiyuki Sadamoto, who is very familiar to EVA fans. And unlike usual, the production committee this time is not in Japan, but in Singapore, where an organization called LLP, the full name of which is "Limited Liability Partnership", was established.
